Meeting Minutes for July 13, 2026

Renaissance Community Development District

A Regular Meeting of the Board of Supervisors of the Renaissance Community Development District was held on Monday, July 13, 2026 at 9:00 a.m. at Cole, Scott & Kissane, 5220 Summerlin Commons Blvd., Suite 201A, Fort Myers, FL and via web conference.

Present and constituting a quorum were:

FIRST ORDER OF BUSINESS Call to Order and Roll Call

The Renaissance Community Development District meeting was called to order by Chair Dickey, and District Manager Mandie Rainwater, called the roll. Supervisors Dickey, Pattee, and Bezaire were present. Also attending were District Manager Mandie Rainwater, Assistant District Manager Melissa Gindling, District Attorney Brian Williams, residents Paul Halverson and Ken Kunda. Joining online were Jessica Cribbett from CE-Site, and Savannah.

SECOND ORDER OF BUSINESS Approval of the Agenda

The Board approved the agenda as presented.

On MOTION by Chair Dickey, seconded by Supervisor Bezaire, with all in favor the Board approved the agenda as presented.

THIRD ORDER OF BUSINESS Audience Comments on Agenda Items

Resident Paul Halverson provided an update regarding the no mow zone initiative. He reported that the golf course representative has agreed to the no mow zone; however, implementation on the golf course side has not yet occurred. Mr. Halverson further noted that the residential side is currently being maintained at an approximate mowing height of six to eight inches.

FIFTH ORDER OF BUSINESS Old Business

A. Discussion on New O&M Assessment Methodology

i. DTA Public Finance Proposal

District Manager Rainwater reported that efforts to identify a consultant for the assessment methodology review had been challenging. The golf course management firm discussed at the previous meeting was unable to assist and referred another firm, which was also unable to provide the requested services. She subsequently contacted several prior industry contacts and identified DTA Public Finance as a potential consultant. Ms. Rainwater reported that she had discussions with DTA representatives regarding the Board’s objectives and the scope of work being requested. DTA subsequently submitted a proposal in an amount not to exceed $27,500, plus up to $1,500 in reimbursable out-of-pocket expenses, to review prior assessment studies and develop a new methodology.

Attorney Williams reported that he had not received any additional consultant recommendations but would continue seeking referrals.

The Board discussed the possibility of alternative assessment methodologies.

Following discussion, the Board requested that DTA Public Finance provide examples of prior reports and references for review at the next meeting.

B. Lakes 10 and 18 Shoreline Restoration Proposals Follow-up

i. Updated Cost Sheets from Vendors

District Manager Rainwater reported that the Board had previously requested revised proposals from the vendors. Updated proposals from Talon and Pristine Lakes were reviewed. She noted that the difference in tree costs was likely due to the use of different tree suppliers. District Manager Rainwater also explained that there were significant differences in the catch basin pricing and proposal language.

The Board questioned whether downspout connections were included in Talon’s proposal and requested additional clarification. The Board also requested that Field Manager Pepin attend the next meeting to discuss the proposals.

ii. LDO Modification Follow-up

Jessica Cribbett from CE-Site, reported that the County approved the resubmitted LDO modification for the coconut mat. She noted that District Engineer McCleary was scheduled to meet with Development Services on July 15, 2026, to discuss planting options.

The Board requested that Ms. Cribbett convey that trees have not existed in the area for approximately 20 years and expressed hope that they would not be required as part of the project.

iii. Staging Area

District Manager Rainwater reported that Field Manager Pepin had asked Talon to evaluate potential staging areas for the shoreline restoration project. The Board discussed several possible locations, including a cul-de-sac and a grassy area on a vacant half lot. Staff was directed to further review the proposed staging area options.

C. Discussion on No Mow Zone Around Lakes

Paul Halverson discussed this earlier in the meeting.

D. Hurricane Cleanup Pre-authorization Form

District Manager Rainwater reviewed the hurricane cleanup pre-authorization form that had been requested by the Board at the previous meeting. She reported that Field Manager Pepin obtained the form from Juniper and confirmed that the company does not perform shoreline regrading work but does provide services to extend drain pipes to shoreline areas.

Paul Halverson reported that Juniper had provided the RCA with a lower prices than the proposal submitted to the District. He suggested requesting a price match, and staff agreed to review the matter further.

SIXTH ORDER OF BUSINESS New Business

A. Repair Proposal for Lake 5 Catch Basin

District Manager Rainwater reported that Pristine Lakes is going to include this location with the proposal that was approved last month.

B. Ratification: Pristine Lakes Sod Installation on Lake 6

District Manager Rainwater reported that between meetings, heavy rain resulted in significant washouts along the bank. The Chair approved a proposal to complete repairs and install sod to stabilize the affected area. Fill material was brought in and the washouts were repaired; however, delays in coordinating sod delivery and installation have occurred. She noted that additional repairs will be completed immediately prior to sod installation to ensure proper stabilization.

The Board emphasized that sod should be on site and ready for installation before repair work begins in order to achieve the best results.

On MOTION by Supervisor Pattee, seconded by Chair Dickey, with all in favor, the Board approved to ratify the Pristine Lakes proposal signed by the Chair in the amount of $7,000.

C. SFWMD Notice of Noncompliance

District Manager Rainwater reviewed the Notice of Noncompliance received from the South Florida Water Management District (SFWMD). She reported that inspectors identified several invasive plant species within the preserve areas, including seed-bearing melaleuca trees, Old World climbing fern, Christmas cassia, and earleaf acacia. Inspectors also noted a bird feeder and trail camera within the preserves.

Field Manager Pepin coordinated with Pristine to address the identified issues. The bird feeder and trail camera were removed and retained in the event an owner contacts the District. The preserve was scheduled for treatment this week, and upon completion of the contractor’s inspection, Field Manager Pepin will notify the SFWMD of the corrective actions taken.

D. RCA Request for Parking Spot for Guardhouse Employees

District Manager Rainwater reported that a request had been received from the RCA for parking spaces for guardhouse employees on District-owned property. She noted that Field Manager Pepin, had advised that the proposed location contains a buried propane tank and may not be the safest location for parking.

Chair Dickey and Paul Halverson suggested clearing vegetation to the east of the propane tank and installing a protective barrier around the tank to allow the area to be utilized for parking. The RCA would cover the cost of the permit/construction and maintenance for the 2 proposed parking spots.

On MOTION by Chair Dickey, seconded by Supervisor Bezaire, with all in favor, the Board approved moving forward with this project, with the understanding that the RCA and CDD attorney would need to put together a construction and easement use agreement.

SEVENTH ORDER OF BUSINESS Field Manager

A. Field Manager’s Report

District Manager Rainwater and the Board reviewed the field report, including:

  • Torpedo grass was observed on Lake 13.
  • Electrical boring work for the guardhouse repair project has been completed, and West Coast was on site continuing the repairs.
  • Chair Dickey requested clarification regarding a field report comment related to fountain operating hours and asked whether all fountains were functioning as intended.
  • Tree removal on Parcel 0-1 was discussed, and Supervisor Pattee recommended contacting a contractor who had previously performed quality work at a reasonable cost.
  • Multiple washouts on Lake 6 have been repaired by Pristine Lakes using additional fill material. The remaining washouts behind the vacant lot have not yet been addressed.
  • A new washout has developed behind 12450 Vittoria Way due to runoff from a pool drain. The Board discussed installing a catch basin in front of the drain to collect and direct runoff into the lake and will explore adding this work to the existing project.
  • A washout near Green No. 3 was previously repaired; however, another washout is now forming. It was believed to be located on golf course property, and Field Manager Pepin was asked to discuss the issue with the Dale, the golf course representative.

B. Follow-up Items

i.  Fountain Power Source Updates

This was discussed earlier.

ii. Fountain and Aerator Repairs

All repairs should be completed within the next 2 weeks. The heat and rain has been causing some repair delays.

iii. Washout Repairs

Repairs should be completed by the end of the month.

EIGHTH ORDER OF BUSINESS Attorney

Attorney Williams reported that revisions to the easement agreement had been sent to the resident; however, no response had been received. He indicated that he would follow up with the resident regarding the matter.

Attorney Williams also reported that the pending lawsuit involving agents of the District had been resolved.

NINTH ORDER OF BUSINESS Engineer

Jessica Cribbett reported that there were no additional engineering updates at this time.

Mr. Halverson commented that he had emailed Field Manager Pepin, but had not received a response. District Manager Rainwater requested that future correspondence also include Assistant District Manager Gindling and herself so staff can ensure timely follow-up on questions and concerns.

TENTH ORDER OF BUSINESS District Manager

A. Quorum Check: August 10, 2026

A quorum was confirmed.

B. Upcoming Board Vacancies

District Manager Rainwater discussed the upcoming Board vacancies and asked whether the Board wished to advertise the openings. The Board directed staff to post notice of the vacancies on the District website and coordinate additional e-blast notifications through the RCA. Interested residents were invited to submit letters of interest by September.

C. FY 2027 Budget Discussion

District Manager Rainwater reported that the proposed Fiscal Year 2027 budget was included in the agenda package and that the public hearing was scheduled for August. She noted that two conference rooms had been reserved in the office to accommodate potential overflow attendance. District staff has prepared the assessment notice letters and required advertisements, which are currently under review by Attorney Williams, prior to distribution.

ELEVENTH ORDER OF BUSINESS Supervisor Requests/Comments

Supervisor Pattee discussed vendor pricing and the importance of reviewing the District’s insurance rates at the time of renewal. He requested that this item be included on a future meeting agenda for further discussion.

TWELTH ORDER OF BUSINESS Audience Comments

Ken Kunda requested clarification regarding the aerator repair expense listed on the repair log, noting that only one invoice had been provided and asking whether the amount represented repairs for all lakes. Assistant District Manager Gindling confirmed that the invoice reflected a single total amount for the work and that the vendor had not broken the costs down by individual lake.
